Technical Writer

Summary

ERS requires the services of a technical writer to assist with documenting agency policies and procedures. The technical writer will assist project managers as needed in capturing and recording technical requirements. The technical writer will help agency staff develop user handbooks to document common tasks and workflows. 

  • Estimated work NTE 400 hours. 
  • All work will be remote or from the vendor’s site.

Project Objectives

  1. Develop a user manual for the most common IT Liaison duties.
  2. Develop documentation on the tasks and roles that were orphaned when USDA transferred IT staff away from the agency.
  3. Develop statements of work as needed.
  4. Serve as a resource to temporarily fill in for agency staff who were transferred staff away from the agency.

Qualifications

  1. The ideal candidate would have expert level knowledge of IT documentation best practices to satisfy government standards and regulations.
  2. The staff must have demonstrated experience summarizing and capturing complex requirements. 
  3. The staff must have extensive previous experience developing work documentation materials such as: user manuals, policy documents, procedure documents, handbooks, requirements documentation, project plans, work plans etc.
  4. The staff must demonstrate a basic working knowledge of how cloud-based IT systems operate.

Tasks

  • Develop a user handbook to clearly explain to IT Liaison staff how to perform the new CEC required IT tasks according to ERS policies and procedures.

Examples

  1. Document the required steps and forms to onboard agency staff.
  2. Document how to submit the required forms to properly secure agency resources.
  3. Document how to submit a request for a LincPass exemption.
  4. Document the agency required processes and procedures to adequately protect CIPSEA data.
  • Work with ERS staff to develop contract statement of work.
  • Work with ERS staff to create specifications for developing new products and acceptance criteria to define successful delivery.
  • Work with ERS staff to document security specifications required to secure CIPSEA to meet agency and department requirements.
  • Develop templates and style guides that can be used as reference material for future work.
