Scope

The purpose of this requirement is to provide contract support to federally managed programs and provide strategic communications support services to ITSO and the judiciary. This work includes facilitating ITSO reporting; developing presentations, newsletter articles, and other publications on security-related topics; editing best practice and risk analysis documentation; responding to queries addressed to the ITSO mailbox from court units and national program offices; developing graphics for presentations, web deliverables, and other marketing content; developing and maintaining the ITSO SharePoint Online presence; and establishing and maintaining guidelines and templates for consistent and appropriate communication methods and deliverables. PWS tasks include:

  • 3.1 – Strategic Communications Support
  • o   Task 3.1.1 – IT Security Best Practice and Policy Support
  • o   Task 3.1.2 – Communications, Marketing, and Graphics Support
  • o   Task 3.1.3 – Technical Writing/Communications Support
  • 3.2 – SharePoint Operations and Maintenance (O&M)
  • o   Task 3.2.1-SharePoint Operational Capability and Maintenance
  • 3.3 – Program Management
  • o   Task 3.3.1 – Program Status Review
  • o   Task 3.3.2 – Quality Control Plan

Minimum Qualifications

  1. Bachelor’s degree in business, or technology, or related discipline.
  2. 10 years of experience as Project Manager for IT Security policy and/or communications operations, including all areas outlined in section 3.2 of PWS.
  3. 3 years of experience managing an Agile web operation
  4. 8 years of experience identifying resource needs and assignment of individual responsibilities
  5. 8 years of experience managing project resources and planning

Section 3.2 of PWS

The Contractor shall perform the following system design activities throughout the lifecycle and life of the system:

  1. Provide problem analysis and resolution.
  2. Provide technical assistance to the end users.
  3. Perform site migration and conversion activities that include the transition of existing SharePoint sites and applications from one environment to another.
  4. Create new pages/sites and perform modifications or make additions to the ITSO SharePoint environment to support changes to the organization or its reporting requirements, site/page requirements, data edits, etc.
  5. Develop and maintain user-friendly sites and pages consistent with organizational governance.
  6. Respond in a timely and professional manner to ITSO’s SharePoint mailbox for new SharePoint requests and reporting of problems.
