  • Desired Bachelor’s degree or demonstrated practical experience in the area(s) of expertise required.
  • Demonstrated capability in program project management applications with a minimum of three years’ experience.
  • Shall provide support for recruit sustainment programs as well as review and/or maintenance of human resource files.
  • Has a solid grounding in file organization and maintenance procedures, possesses proven skills relevant to file operations, including alpha/numeric filing skills and with office equipment i.e. copiers, scanners, and personnel computers.
  • Good Communication Skills.
  • Mastery of the Microsoft Office Suite, Power Point, Excel, Word, Access.
  • Mastery of the Army personnel management system or Minimum of 1-year direct experience with the National Guard Bureau (NGB) programs including:
  • Technical Experience/Training.
  • Knowledge of Army National Guard processes, rules, regulations and customs.
  • Basic knowledge of standard office procedures and the ability to interpret general direction.
  • The ability to read, understand and interpret military regulations and knowledge of Guard Knowledge Online (GKO).
  • Access to the mandatory sources of supply including:
  • Federal Prison Industries, Inc.
  • Ability One
  • Mandatory Federal Supply Schedules – GSA Advantage
  • Demonstrated experience as a Recruit Sustainment Program (RSP) Special Projects at the Major Command level desired.
  • Ability to prepare, consolidate and manage command operating budgets, allotment plans and conducts trend analysis to ensure maximum execution and liquidity of funds is highly desirable.
  • Strong knowledge of personnel automation systems, to include but not limited to: RCAS, G1 WebApps, WiPAS v2.0, iPERMS, SIDPERS, SMMS, DPRO, iKROME, VULCAN, and IPSS-A system.

Work Responsibilities:

  1. IPPS-A and iPERMS
  2. Process all approved orders using IPPS-A system
  3. Properly post supporting documents into Soldier’s iPERMS.
  4. Properly code transactions in IPPS-A using documents created and/or posted.
  5. Upon receipt of approved requests for orders (i.e. promotions, demotions, transfers, discharge), input original, amendments and revocation of approved requests for RSP Soldiers using IPPS-A.
  6. Assist in the completion of state level IPPS-A transactions for RSP Soldiers. This includes, but is not limited to, assembling packet materials and source documents, then reviewing for quality assurance prior to submittal to G1.
  7. Assist in processing all IPSS-A transactions for RSP Soldier transactions.
  8. Budget Audit/Operations/Special Projects
  9. Review, evaluate and analyze obligations and expenditures. Summarize significant data collected and relate this data to the organization’s program actions.
  10. Review all marketing requests and agreements to analyze return on investment (ROI) and return on effectiveness (ROE).
  11. Researches all Class II commercial requests to ensure Recruiting and Retention Battalion (RRB) is using the mandatory sources of supply prior to using Commercial Sources when procuring Class II items using their GPC.
  12. Assist BN with special projects utilizing Excel like maintaining the production dashboard, Red Phase Surveys and FTNG Gantt chart.
  13. Assisting other Sections within RRB or Wisconsin Army National Guard (WIARNG) with Excel assistance or training.
  14. Assist Resource Management (RM) office with the tracking of IADT Clothing bills with reports ran from RM office and spreadsheets to consolidate information and bill.
  15. Budget Projections
  16. Review/identify prior and current budgets/funding trends, compiles funding projections and prepares funding reports and summaries.
  17. Analyze requirements for program funds by reviewing execution plans identifying potential funding shortfalls and provide the government with possible actions.
  18. Maintain applicable spreadsheets, schedules, appointments, archiving documents, and manage routine correspondence.

Proofread and edit correspondence and documents for correct grammar, spelling, capitalization, punctuation, and format.
