The U.S. Geological Survey (USGS), Office of Administration (OA) seeks contractor support to provide additional human resources services beyond the capacity of the current human resources staff, and in an effort to improve the timeliness and quality of personnel services and products, the USGS requests contractor support relating to the provision of these services to agency managers and employees.

The Contractor shall perform all services currently consisting of data entry, document review and processing and all other tasks associated with human resources support services. The Contractor shall also perform any other services required for overseeing the Task Order, project, tasks and contractor personnel.


  • Three years minimum experiece required.
  • Demonstrated experience working within the USA Staffing Platform (automated staffing and recruitment system) to build vacancy announcements, review applications to determine eligiblity and qualifications of applicants, and prepare certificate of eligibles.
  • Shall have experience with federal civilian staffing, recruitment and position classification is required.
  • The Contractor is required to cover the cost for contractor OPM – Delegated Examining Training and certifications.
  • The Delegated Examining Training and Certifications must be obtained for each contractor employee six (6) months after the start of the Task Order.

Tasks – Human Resources (HR) Specialist

  • Review vacancy package requests, build vacancy announcements, review and determine qualification and eligibility requirements of applicants and apply veteran’s preference.
  • Administer recruitment programs for assigned tasks including merit promotion, delegated examining, and recruitment under special hiring authorities.
  • Perform and coordinate job analyses for establishing and validating rating, ranking and selection criteria.
  • Analyze and classify General Schedule and Wage Grade positions.
  • Provides advisory services on all matters pertinent to position classification and position management requests.
  • Review position descriptions and write evaluation statements defending classification findings and make determinations on grade levels, occupational series, and titles, etc.
  • Make Fair Labor Standards Act determinations on positions to be classified.
